Title I in Gordon County

Title I, Part A is a federally funded program under the Elementary and Secondary Education Act (ESEA) of 1965. It is designed to support state and local school reform efforts tied to challenging state academic standards in order to reinforce and amplify effortsto improve teaching and learning for students furthest from meeting state standards.

Through Title I, money is given to school districts around the country based on the number of low-income families in each district. Each district uses its Title I money for extra educational services for children most in need of educational help. The focus of the Title I program is on helping all students meet the same high standards expected of all children.

Flexible Learning Program

Beginning in the 2012-2013 school year, Georgia’s approved ESEA Flexibility Waiver allowed local education agencies (LEAs) to replace the tutorial services that were conducted by Supplemental Educational Service (SES) providers under the Elementary and Secondary Education Act of 1965 (ESEA) with a state-designed Flexible Learning Program (FLP) for students attending Title I schools that have been designated as a Priority School or a Focus School.  The FLP provides a supplemental intervention that allows local school systems greater flexibility in designing an extended learning program tailored to meet the needs of the school and students with greatest academic need.  

Under the 2015 renewal of Georgia’s ESEA Flexibility Waiver, certain Title I schools continue to be designated as Reward, Priority, or Focus Schools. The Waiver allows the use of the College and Career Readiness Performance Index (CCRPI) as the comprehensive report card for all schools in Georgia.  Several criteria are used in measuring how well the school is doing in preparing its students for success.  As a result of the average Achievement Gap scores reflected in the 2011-2014 CCRPI results, W. L. Swain Elementary School was designated a Focus School under Georgia’s ESEA Flexibility Waiver for the 2015-2016 school year. 

Gordon County Schools offers a Flexible Learning Program or FLP at W.L.
